If your characters aren't showing up in the Navigator, or you're unable to see them in any of the tools regarding Characters, then make sure you have a Scene Heading element at the beginning of your script.
Final Draft adds Characters based on what scenes they're in, so you'd need at least one Scene Heading element for characters to populate.
