Interior/Exterior refers to shots made in both an interior and an exterior. It's used when writing, for example, a car chase, where the camera cuts back and forth between the inside of a car and the outside.
How the action is shot is up to the director and how it's cut together is up to the editor, but by using I/E the writer is indicating that the scene takes place both inside and outside a location.
