Question
Why are there two blank lines above a Scene Heading and a Shot?

Answer

Two blank lines above a Scene Heading or a Shot is generally considered to be standard screenplay format and all of Final Draft 10 / 9's screenplay templates are configured this way. If you want to change this, go to Format > Elements Setup (Windows) or Format > Elements (Mac), click Scene Heading and/or Shot from the list on the left and click the Paragraph tab. Change the Space Before to 1
